How does Maryland municipal financing work?
The State of Maryland authorizes a county or municipality to establish a Clean Energy Loan Program to provide loans to residential and commercial property owners for the financing of energy efficiency and renewable energy projects. The property owner repays the loan through a surcharge on the property tax bill.
That sounds great! How is Maryland able to do this?
Thanks to Maryland’s HB 1567 law, property owners statewide can participate in such county- or city-run programs.
